Untrusted stable-ID request for a batch of SOS1 Big-M promotions.

Outer keys are regular cardinality constraint IDs. Each value maps intended SOS1 member IDs to selector claims for that formulation. A cardinality ID occurs at most once. Bounds, kinds, coefficients, and row contents are read from the current Instance when the batch is validated.
