Reduce powers of active Binary variables during Preparation.

This phase invokes reduce_binary_power(), using \(x^n=x\) for Binary variables and positive integer \(n\). If it rewrites the active objective and no output_objective exists, the unreduced objective and sense are captured there. An existing output objective is retained, so solution and sample evaluation retain the entry output semantics. A coefficient error leaves the instance unchanged.
